The Bihar Technical Service Commission (BTSC), Patna, is recruiting Matsya Prasar Padadhikari, also known as Fisheries Extension Officers, under Advertisement No. 28/2026. Reservation benefits are available only to permanent residents of Bihar; applicants from other states may apply but are treated as Unreserved. The permanent address entered in the application is used for reservation purposes, and the reservation category cannot be changed after registration. The notification specifies caste and domicile certificates for SC/ST candidates; a Bihar-purpose non-creamy-layer certificate and domicile certificate for BC/EBC candidates; income and asset and domicile certificates for EWS applicants; and a disability certificate issued by a duly constituted Medical Board in the prescribed format for PwD applicants. Women must provide caste or non-creamy-layer certificates issued in their father’s name and address. Grandchildren of freedom fighters must submit the prescribed certificate signed by the District Magistrate of their home district; this category carries 2% horizontal reservation. Eligibility Criteria

Educational Qualification

Applicants must be Indian citizens and hold a four-year Bachelor’s degree in Fisheries Science from a Fisheries College under an agricultural university recognised by the Indian Council of Agricultural Research (ICAR), New Delhi. All qualification certificates and mark sheets must have been issued on or before 23 October 2026.

Age Limit

The minimum age is 21 years, and age is calculated as of 1 August 2026. The date of birth recorded in the Matriculation or equivalent certificate will be accepted. The maximum age is 37 years for Unreserved men, 40 years for Unreserved women and BC/EBC applicants of either sex, and 42 years for SC/ST applicants of either sex.

Permitted age relaxations include 10 years for persons with disabilities; 5 years for regular Bihar Government employees with at least three years of continuous service; and a relaxation equal to the period of contractual service for eligible contractual employees working on the same post in Bihar Government or non-private institutions in Bihar, including Central Government organisations, Panchayats and urban bodies. Ex-servicemen may receive three years plus their period of military service, provided their actual age does not exceed 57 years. Candidates who fell within the age limit at any point between 1 August 2020 and 1 August 2026 are also eligible under the stated provision relating to the previous recruitment’s age cut-off. Only one of these relaxations may be claimed, and the relaxation cut-off is 1 August 2026.

Selection Process

BTSC prepares the merit list using the CBT result and, for qualifying applicants, contractual-work experience weightage. The CBT carries 75 marks in the selection calculation, while experience can contribute up to 25 marks, making 100 marks in total. The CBT percentage is multiplied by 0.75 to calculate its contribution; for example, a score of 60% gives 45 marks out of 75. Candidates who qualify the CBT may receive 5 experience marks for each year of satisfactory contractual service on the same post with Bihar Government or a non-private institution in Bihar, up to 25 marks. Proportionate marks are awarded for part of a year. Experience is counted up to 24 September 2026 and is considered only for candidates who qualify the CBT.

The CBT is an objective, multiple-choice examination with 100 questions for 100 marks and a duration of two hours. It is conducted in Hindi and English, awards one mark for each correct answer and deducts 0.25 marks for each incorrect answer. The minimum qualifying score is 30%. Normalisation will apply if the examination is held across multiple shifts. The syllabus will be issued separately on the BTSC website and will be based on the requisitioning department’s requirements. After the CBT, eligible experience weightage is added, a category-wise merit list is prepared and shortlisted candidates are called for document verification. Candidates must bring original certificates and printouts of the documents uploaded with the application. Failure to attend verification on the scheduled date may result in cancellation of candidature; false or incorrect documents can also lead to cancellation and possible legal action. Final selection follows verification.
