The Odisha Public Service Commission (OPSC) has released the recruitment notification for the post of Assistant Executive Engineer (Civil) for 2026. Eligibility Criteria

Educational Qualification

Candidates must have a graduate degree in Civil Engineering from a recognized University/Institution. Alternatively, candidates who are an Associate Member of the Institution of Engineers of India in Civil are also eligible, as specified in the notification.

Age Limit

The minimum age limit is 21 years and the maximum age limit is 42 years. The age is considered as on 1st January 2026. The notification also specifies the date of birth range as not earlier than 2nd January 1984 and not later than 1st January 2005.

Age relaxation is provided as follows: 5 years for SC/ST/SEBC/Women/Ex-Servicemen; 10 years for Persons with Disabilities (40% or more). Additionally, PwD candidates belonging to SC/ST/SEBC are eligible for cumulative relaxation of 15 years, as mentioned in the notification.

Salary & Pay Scale

The selected Assistant Executive Engineer (Civil) will be placed in Level-12 of the Pay Matrix as per the 7th Central Pay Commission. This corresponds to the pre-revised Pay Band-3 of 15600 to 39100 with a Grade Pay of 5400. The appointment will also include usual dearness allowance and other allowances as sanctioned by the Government of Odisha from time to time.

Selection Process

Selection will be carried out through a competitive examination process in multiple stages. Candidates first appear for the Preliminary Examination, which acts as a screening test. Those shortlisted after the Preliminary Examination are then called for the Main Examination, which includes Paper I (General Studies) and Paper II (Civil Engineering). Finally, candidates who qualify are called for the Interview/Personality Test. The marks obtained in the Preliminary Examination are not counted for the final merit list; only the Main Examination and Interview marks (total out of 550) are considered for preparing the Select List.

  • Main Examination: 500 marks (Paper I: 200 marks; Paper II: 300 marks)
  • Interview/Personality Test: 50 marks

The exam pattern also includes negative marking of 25% of the allotted marks for every incorrect answer in both the Preliminary and Main Examinations. No marks are awarded or deducted for unattempted questions.
